Position Title: Dept. of Emergency Mgmt. Coordinator

Job Summary

Coordinates, advises, and manages selected projects for the Department of Emergency Management, Rural Fire Services, and Local Emergency Planning Committee. Manages, plans, organizes, and evaluates budgets, revenues, and expenditures for the County 911 system. Acts as Public Information Officer for Emergency Management.

Essential Job Functions:

  1. Plans, organizes, and coordinates the operation of the countywide 911 system with emphasis on relationships between public safety answering points (PSAPs).
  2. Monitors expenditures and performs long-range resource planning for costs necessary for the successful operation of a 911 telephone system.
  3. Attends meetings with public boards and organizations, the news media, etc. as required for public dissemination of information.
  4. Conducts research feasibility and opportunities for creating programs and projects, including new program and new technology development.
  5. Grant Management - Regularly responsible for approximately $2.5 million dollars in equipment, inventory, or other property owned or leased by Sebastian County.
  6. Assists in developing local government emergency response plans for natural or man-caused incidents. Manages an Emergency Operations Center (EOC) including staffing and internal emergency operating procedures.
  7. Develops and maintains emergency mgmt. training programs.
  8. On call twenty-four hours a day, seven days a week for emergency/disaster incidents with considerable decision-making responsibility on items of major importance affecting the entire County and its population.

Qualifications:

  • IS-100, IS-200, IS-700, IS-800, IFSAC Hazardous Materials Level I (Awareness) with required refreshers and Arkansas Flood Plain Manager or ability to obtain certification within one year of hire. ICS-300 and ICS-400 within one (1) year from date of hire if not already acquired.
  • Knowledge of emergency services (police, fire, EMS, volunteer emergency response agencies. etc.)
  • Must have ability to read and interpret documents such as Federal and State regulations, operating and maintenance instructions, and procedural manuals. 
  • Equivalent of four years of experience in related field of risk management, safety, public safety, emergency management, etc.

Job Summary

The employee serves as a liaison with the Judges, Court Administrator, Specialty Courts staff (Drug Court, Veterans Treatment Court, and Mental Health Court) and all agencies involved in the Specialty Courts programs.  In the absence of the Specialty Courts Assistant Coordinator, the employee will assume all duties of that position.  The employee reports to the Court Administrator and to the Specialty Court Judges.  The employee maintains documentation of client's progress through each phase, after-care, and post drug court 3 years after completion of the program.

Qualifications

  • High School, plus 2 years related clerical experience.
  • Experience or training in computer usage.    
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
  • Ability to respond to common inquires or complaints from customers, regulatory agencies or members of the business community.
  • Ability to effectively present information to top management, public groups, and boards of directors.

Job Summary

The Telecommunications Specialist is responsible for 9-1-1 calls and dispatching appropriate Emergency Service agencies. Monitors incoming communications and dispatches Sheriff’s Patrol Deputies.  The incumbent reports to the Communications Coordinator. The Sheriff’s Department works with ten agencies and provides communication services for 28 departments. The position is governed by department policies and procedures, 9-1-1 procedures, and rules governing law enforcement personnel.  

Qualifications

  •   High School Diploma or GED   Must be able to obtain ACIC Level I & II   Certification within a year. 
  •  Up to six months related experience or training or equivalent combination    of education and experience. 
  •   Must be able to type 35-40 wpm, multi-task, and work well under stress. 
  •   Must be able to work well with others and have excellent communication    skills. 
  •   Mental alertness and adaptability to office area work routines and       attention to detail.

Job Summary

The employee is responsible for the maintenance and mechanical systems of both the Adult Detention Center and Juvenile Detention Centers.   Must have experience with plumbing, electrical, and mechanical system maintenance and repair.  The employee will be responsible for the maintenance and repair of various mechanical systems, plumbing, electrical, heat, and air systems. The employee is also responsible for the upkeep of the ADC and JDC grounds such as keeping debris off sidewalks, etc.  Duties are performed under limited supervision.

Qualifications

 

  • High School diploma/GED
  • Two years of general maintenance and repairs.
  • Knowledge of and use of a multitude of small tools.
  • Knowledge of air conditioners and heating, light carpentry experience, general electrical and plumbing are required.
  • Basic computer skills.

Job Summary:

Primarily responsible for the maintenance and upkeep of the softball and soccer complexes at Ben Geren Park. Performs other related duties as assigned by the Park Maintenance Supervisor. Job Summary:

The Probation Officer I is responsible for assisting in the supervision of adult offenders placed on parole or probation. This position is governed by state and federal laws and agency/institution policy.

Functions

Reviews policies, procedures, regulations, and conditions of parole or probation and establishes the frequency of office visits. Observes and may participate in the counseling of parolees/probationers during office visits and refers them to various agencies for assistance such as substance abuse counseling and treatment, employment, education, and human services. Maintains chronological history of contacts with parolees/probationers and/or actions taken related to parole or probation records and prepares reports. Makes home and community visits to verify parole/probation information and recommends follow-up visits if parolees/probationers are adhering to conditions of parole/probation and to assist them with the community adjustment process. Assists in the administering of the board or court-ordered and random drug tests on parolees/probationers and observes or assists in writing parole violation warrants or probation violation reports when test results are positive. Observes the serving of warrants, making arrests of parole violators, or assisting in contacting of the appropriate authority to issue warrants for the arrest of probation violators. May assist in parole/probation violation investigations by providing support in researching criminal activity and technical violations and assisting in the writing of the summary of the investigation. May observe or assist in submitting progress reports to other states regarding the behavior, residence, and employment information of interstate compact parolees/probationers being supervised by Arkansas under their supervision. Performs other duties as assigned.

Minimum Qualifications:

The formal education of a Bachelor’s degree in Criminal Justice, Sociology, Social Work, or a related field. Must possess a valid Arkansas driver’s license. Must be able to be certified as a specialized police officer by the Arkansas Law Enforcement Standard Commission as established by ACA 12-9-106 at one year of employment, or certified by the Department of Community Correction as a DCC Parole/Probation Officer. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. Job Summary: 

The incumbent under the direction of the Chief Deputy Clerk/Office Manager and County Clerk manages the day-to-day operation of the Records Office wherein are housed current and archival records of both Clerk and Recorder. Records and maintains Uniform Commercial Code filings, State and Federal Tax liens, Medical/Hospital Liens, and Mechanic’s/Artisan’s Liens. Incumbent handles fees for receipt, processing, and deposit. Incumbent issues and records marriage licenses and will forward original coupons to Little Rock. Prepares notice for return of license. The incumbent maintains files and records articles of incorporation, assumed name, general partnership, minister’s credentials, and doctors' and nurses’ licenses. Answers correspondence related to marriage records and prepares certified copies. Will perform duties of Voter Registration, early voting, and absentee voting during elections. The incumbent is a commissioned/sworn Deputy and is authorized to take and administer oaths to witnesses and persons commissioned in office in the State of Arkansas.  The position is governed by state statutes, County Ordinances, and policies and procedures of the County Clerk/Recorder. This position is subject to a State Legislative audit. Revenue from this office averages $789,000 annually. Records include, but are not limited to uniform Commercial Code filings and liens on personal property, and real estate records and liens securing mortgages of an unlimited and indeterminable value and affecting title or real estate from the patent of the United States forward. Marriage License, Articles of Incorporation, Assumed Name, General Partnership, Ministers Credentials, and Doctors and Nurses licenses.

Job Summary

The employee will work under the direct supervision of the Adult Detention Administrator and/or ADC Assistant Administrator.  The employee is responsible for the security and welfare of male and female inmates, providing service to the inmate population, and maintaining a controlled atmosphere to prevent disturbances. Work involves an element of personal danger and the employee must be able to act without direct supervision and exercise independent judgment in meeting emergencies.  The employee also is responsible for the safe and secure transportation of inmates to and from various facilities.  The position is governed by departmental policies and procedures and all laws concerning Adult Detention Center personnel.

Minimum Entry Qualifications:

  • High School Graduate or Equivalent
  • Knowledge of fundamental constitutional rights of inmates
  • Possess the ability to be nondiscriminatory to relate to persons of all social-economic levels and effectively deal with persons regardless of their state of mind or physical condition
  • Possess competent coordination and strength required to physically subdue prisoners
  • Detention personnel should have good health, emotional maturity, integrity, an interest in the welfare of human beings, the ability to establish interpersonal relationships and to work with aggressive persons, the belief in the capacity of people to change, recognition of the dignity and value of the individual, resourcefulness, patience, the ability to use authority responsibly and continuing interest in professional development
